Yes there is. If you want to reduce font sizes everywhere, you can go to Settings -> Look -> Fonts. You should see a little check box that says "Enable Custom Font Classes" and then you can pick the font and the size. If you just want to change the size of a few things, click the advanced button on that tab and select Title Bar (or Menu Item or Menu Title) and then click the check box there for enable font class and pick what you want. The default font used everywhere in this theme is Bitstream Vera Serif, either regular or bold.

I've been told this theme is no longer working. I would fix it, but a couple of months ago, e17 started bringing down X immediately after selecting something in a menu. I'll keep trying to get e to work, but until I do, I can't try to fix this theme. In any case, I'm guessing the back-end for e17 themes has likely changed so much since I designed this theme it'll probably be a nightmare getting it to work again even if I had e running. I'm leaving it up in case someone else wants to fix it, but be warned this theme is not currently maintained.
